Being born to a mother who is a U.S. citizen is known as “law of blood” Being born in the U.S. is known as “law of soil”. “Aliens” are persons living in the U.S. who are not citizens. Non-citizens include resident aliens, who live legally in the U.S., and illegal immigrants. An immigrant is a person who moves to another country permanently. A person who is not born a U.S. citizen may become a citizen through the naturalization process. The U.S. Congress has the power to make naturalization laws for the United States. When a person enters the country they are an alien. After they gain citizenship they are an immigrant. Discussion
