Underlying principles: 1.universal, 2.equal, 3.free, 4.secret and 5.direct suffrage. The credibility of the electoral process must be guaranteed.. 1. Principles.

1. Respect for fundamental rights. 2. Regulatory levels and stability of electoral law. 3. Procedural safeguards 3.1. Organization of elections by an impartial body Observation of elections 3.3. An effective system of appeal 3.4. Organization and operation of polling stations 3.5. Funding of political parties and electoral campaigns 3.6. Security * Code of good practice in electoral matters. Explanatory report (Venice Commission, October 2002) 2. Conditions for implementing the principles*.

1. EMBs should function according to the principles of: 1.transparency, 2.professionalism 3.and efficiency. 2. The integrity and impartiality of EMBs relies in: -how procedures are set and -decisions are made. 3. To increase public confidence in the credibility of elections: enhanced public participation and transparency. 4. The procedural framework must allow the rules laid down to be implemented effectively. 3. EMBs functioning and working methods: guaranteeing transparency.

1.Legal framework that ensures EMBs` impartiality, effectiveness and transparency. 2. Stakeholders. 3. Information/data/techonology: accessible, reusable and interoperable. 4. Public procurement and transparency: To increase bidder accesibility, participation and efficiency. 5. Election day: transparency and up-to-date information. 6. Election Dispute Resolution (EDR): to identify ways of enhancing the efficiency and transparency of the manner in which cases are handled. 7. Accountability: strategic plans (programme evaluations) and performance audits/evaluations. 4. Questions on transparency.
