Logic and justification Weak institutional linkages, sectoral policies and fragmented investments deter cross-institutional learning, local action and policy implementation Adaptive capacity of communities and responsiveness of institutions to facilitate action in Land, Water and NR Management need to be integrated into development & policy arena A proactive national platform for governmental institutions, NGOs, donors, private sector and civil societies to: a)stimulate sharing and learning b)guide evidence-based policy formulation c)enhance effective coordination d)address institutional and policy constraints e)build institutional capacity f)scale out and up best practices.

Functions Information sharing – a place for dialogue Bring experiences together from different sectors Serving as a knowledge base by documenting experiences, lessons, best practices Communicate experiences, lessons, best practices to other actors Link best practices to capacity building through training and education Improve co-ordination amongst organizations within and across sectors through harmonized approaches Ensure institutional linkages between local, regional, national level (and flows between them) Link ‘talking’ to action; bring experiences and lessons together into integrated models that can be tested, replicated, scaled out and up Create interface between practitioners and policy makers; highlight issues that are important to policy Serving as stepping stone for the formation of regional platforms and link to other platforms in synergistic way (e.g. SLM platform) 4

Thematic working groups 1.Technological innovation (which may include watershed management, land and water and vegetation)– to be led by Birru Yitaferu from ARARI (chair) and Dr. Assefa Taa from OROMIA research center (co-chair) 2.Institutional Innovation – Zelalem, RiPPLE (chair) and Alan Duncan/Katherine Snyder (co-chair) 3.Policy Lobbying Group – Tesfay Alemseged (Ethiopian Institute of Water Resources), Dr. Assefa Admasie from Ethiopia Economic Institution, Leulseged Yirgu from RiPPLE 4.Resilience Ecosystem and Climate Change – Melaku Tadesse (SLM) (chair) and Belay Semane from Addis Ababa University (co-chair).
