Mission Statement OTC : “…provide accessible, high quality, affordable technical and general education that is responsive to the educational needs of the community and its diverse constituencies.” IPSO : “…promote an appreciation of how our students, college and community fit into the global community by (1) encouraging cultural diversity through international student exchange, (2) enriching the academic experience of our students through globalization of curriculum and enhanced language programs, and (3) providing opportunities for building global relationships through study abroad programs. “The Golden Rule” Norman Rockwell
