NAVAL INVENTORY CONTROL POINT 1 Naval Supply Systems Command Status of NPB Focus Item Inadequate Technical Data Elaine M. Smith NAVICP Asset Protection & Pollution Prevention Dept. Philadelphia Site Manager, ; DSN Nov 2010

NAVAL INVENTORY CONTROL POINT 2 BACKGROUND Dimensioned drawings identifying materials, finishes and other characteristics are required to develop complete packaging requirements Inadequate data has significant negative impact on life cycle costs There are over 250K (59%) items in Naval Enterprise Database with missing data; an unknown number of items have incorrect information

NAVAL INVENTORY CONTROL POINT 3 IMPACT OF INADEQUATE TECH DATA Impact –Inadequate packaging protection could result in damage to the asset –Incorrect calculation of storage footprint affects ships integration and required warehouse space –Navy could pay twice for packaging – to Contractor and DLA –Reusable containers cannot be assigned

NAVAL INVENTORY CONTROL POINT 4 IMPACT OF INADEQUATE TECH DATA (cont) –Packaging requirements developed by packaging specialist may result in unnecessary expense –Item cannot be properly freight classified so it is assigned a general category with a higher transportation cost

NAVAL INVENTORY CONTROL POINT 5 ACCOMPLISHMENTS SINCE LAST NPB MEETING NAVICP Continuous Process Improvement (CPI) project –Kick-off was 20 Sep –Define phase tollgate with sponsor held 27 Oct –Team met 4 Nov to start Measure phase Flowcharted process from receipt of tech data to inputting requirements into Navy files Additional discussion required on provisioning process –Aviation – Engineering Data for Provisioning and Packaging- related Data Products are included in Provisioning Statement of Work  Is requirement included in NAVAIR contracts?  Who is approving the deliverable? –Maritime – Still being investigated –Project to be completed Mar 11

NAVAL INVENTORY CONTROL POINT 6 ACCOMPLISHMENTS SINCE LAST NPB MEETING Provisioning Center of Excellence –NAVICP 077 attended conference week of 30 Aug –Gave presentation on requirement for tech data –Advised by NAVSESS that drawings for maritime items are posted in folders in the Norfolk-based Naval Ships Engineering Drawing Repository (NSEDR) prior to provisioning NAVICP 077 has requested access

NAVAL INVENTORY CONTROL POINT 7 FUTURE CPI Project continues to progress 077 ensuring our requirements are included in logistics documents 077 investigating updating current PHS&T Data Item Descriptions (DIDs) or creating a new one to include our tech data requirements
