Lessons Learned: The EU experience Why have European CAAs decided to work together? What has enabled the EU to establish EASA? What were the main obstacles? Enablers, Obstacles and Lessons Learned

Lessons Learned: The EU experience Why did we go there? Strong push from the manufacturing industry. Need of a one-stop shop for certification How did we get there? Established a voluntary “club”: the JAA JAA delivered a set of common regulations, a methodology to work together and standardization Enabled to build confidence and a framework for cooperation JAA had limitations National Variants in regulations Not a single EU voice No enforcements powers Led to the creation of an EU Agency Enablers, Obstacles and Lessons Learned Enabled by the EU institutional framework

Key Enablers Need to work together Existing Regional Framework Legal Means to implement its obligations Availability of local expertise Support and Guidance from Int’l community Enablers, Obstacles and Lessons Learned

Key Obstacles Lack of a solid regional framework Lack of resources (funds and expertise) Resistance to change to a “regional dimension” Lack of coordination of the initiatives Within the region With the int’l partners and donors Enablers, Obstacles and Lessons Learned

Some considerations Each RSOO has a raison d’être. This defines its scope, remit and key functions (Width and depth) Each region must develop its way to build up its RSOO in a manner commensurate to its needs and resources and specific constraints (technical and « political ») The bottom-up approach seems to be the most common approach and enables the building of confidence of the member/partner states Enablers, Obstacles and Lessons Learned
