This defines its scope, remit and key functions (Width and depth) Each region must develop its way to build up its RSOO in a manner commensurate to its needs and resources and specific constraints (technical and « political ») The bottom-up approach seems to be the most common approach and enables the building of confidence of the member/partner states Enablers, Obstacles and Lessons Learned
