Lincoln’s Plan 10% of all voters in southern states must swear allegiance to the United States in order for the state to become a full state again. Pardons to all who served in the Confederate military & government except for high ranking military officers and leaders of the Confederate government and those who mistreated Union prisoners of war. They would be stripped of their rights to own property, vote and run for office. Only freed slaves who can read and write, own property or who served in the Union Army during the war would be allowed to vote and be considered “citizens”. The 13 th Amendment (which bans slavery forever) must be approved by the Congress and states.
Johnson’s Plan 50% of all voters in the Southern states must swear allegiance to the United States in order for the states to become full states again. Pardon to all Southerners except for those who were leaders and the very wealthy. Those not pardoned would lose their voting rights. All Southern States must approve of the 13 th Amendment, apologize for seceding from the Union and refuse to pay the debts they owed to businesses that gave supplies to the Confederate military. Allow Southern states to decide how many rights to give freed slaves and if they should be allowed to vote.
Radical Plan Congress in Washington DC will write new state Constitutions for the Southern states to make sure they treat freed slaves fairly The 14 Amendment (guaranteeing equal rights to all citizens) must be approved. The 15 th Amendment (giving voting rights to African American men) must be approved All former Confederate states will be controlled by the US Army like conquered territory.
