Overall Goal of Floodplain Management: To Reduce Flood Losses 2

COASTAL FLOODING 3

TODAY’S PRESENTATIONS PROVIDE: Information on NFIP Knowledge of coastal flood hazards Discussion of relevant FEMA regulations Flood map descriptions Descriptions of real-time flood-monitoring networks Evacuation route planning Descriptions of the Community Rating System No Adverse Impact (CNAI) methods 4

Floodplain Management Requires: Knowledge of Flood Hazards Maps and other resources Regulatory framework 5

NATIONAL FLOOD INSURANCE PROGRAM (NFIP) Provides maps and regulatory basis for local floodplain management Primary source of insurance protection for flood-prone properties 6

NFIP HISTORY NFIP NATIONAL FLOOD INSURANCE ACT OF 1968 Transferred cost of flood losses from taxpayers to floodplain property owners Provided floodplain residents with financial aid after floods Guided development away from flood hazard areas Required construction that minimizes/prevents flood damages 7

Requires lenders to ensure that properties in flood hazard areas have flood insurance Requires community participation as a condition of receiving disaster assistance 8 FLOOD PROTECTION DISASTER ACT OF 1973

NATIONAL FLOOD INSURANCE REFORM ACT OF 1994 Authorized the Community Rating system Increased the maximum amount of flood insurance coverage Strengthened the mandatory purchase requirement Established a grant program for mitigation plans and projects 9

HOW NFIP WORKS NFIP is based on a mutual agreement between the federal government and the community NFIP Components: -Floodplain Mapping -Insurance -Regulations 10

DEVELOPMENT OF FLOODPLAIN MAPS Requires an understanding of coastal flooding hazards and their geographic extent The next talk describes characteristics of coastal storms and information needed to to delineate coastal floodplain boundaries 11
