MITIGATION ASSESMENTS: THE CASE OF PERU Francisco Avendaño Ugaz National Environmental Council - CONAM Seoul, 26/09/2005 UNFCCC WORKSHOP ON MITIGATION ASSESSMENTS OF THE CGE ON NATIONAL COMMUNICATIONS

CLIMATE CHANGE ENERGY CURRENTLY CLIMATE CHANGE ISSUES ARE DIVORCED FROM ENERGY AND LAND USE PLANNING. THE ENERGY SECTOR HAS MORE POLITICAL WEIGHT SO EFFECTIVE MITIGATION ASSESMENT AND ITS APLICATION ON POLICY MAKING NEED TO WORK THEIR WAY IN THE POLITICAL AGENDA..

ENERGY PLANNING ENERGY DEMAND COVERAGE ENERGY SECURITY ECONOMIC GROWTH ENERGY SUPPLY ¿HOW DO WE ENVISION THIS TASK?....THE CASE OF THE ENERGY SECTOR

ENERGY PLANNING DEMANDA ENERGÉTICA COVERAGE SECURITY CLIMATE CHANGE CRECIMIENTO CLIMATE CHANGE ENERGY SUPPLY IMPACTS CUSTOMER AND DECISION MAKERS AWARENESS?? FUTURE COMPROMISES?? ENERGY PLANNING + CLIMATE CHANGE

CLIMATE CHANGE FACTORS TO TAKE INTO ACCOUNT WITHIN THE ENERGY PLANNING PROCESS FACTORSTODAYPOST 2012 IMPACTSTropical glaciers retreat affect reliable hydroelectricity production. Climate related phenomena affect generation and electricity transport. FUTURE COMPROMISESNADepending on post Kyoto agreements, commercial treaties (FTA, WTO,..), etc. Multilateral FI`s reduction cuotas??? CUSTOMER AND DECISION MAKERS AWARENESS PoorIt´s upto us...possible demand of electricity tariffs as a function of their carbon intensity. Demand of EE measures

BUT, WHAT ABOUT OUR EMISSIONS?...

ENERGY INDUST. PROC. SOLVENTS AGRICULTURE LULUCF WASTE COORDINATION

Final Remarks Currently, no organized planning process in Peru as the government have retreated from the energy business. However, there is social pressure to regulate the market and give country directions. We aim to include CC into the energy and land use planning process. Peru needs an average of 50 MW of new electricity per each annual GDP point increase. Where this is going to come from?..mitigation assessment shall be part of it.

THANKS!! Francisco Avendano,
