State Council of Higher Education for Virginia January 2006State Council of Higher Education for Virginia Origins of VITAL TEAL II (renamed VITAL at the end of the grant) was developed by a committee representing the Teacher Preparation faculty at many Virginia colleges and universities with technical assistance and guidance from SCHEV, VDOE, and the principal contractor, HigherEd.org. VITAL has four Components: 1.Teacher Pipeline Application 2.Teacher Outcomes (Surveys) 3.School and Environment Descriptors 4.Reports and Analysis Components VITAL is truly a collaboration of which all the involved institutions have taken ownership.
