African Centre for Statistics Dec 2014: the CSC of the African Project on 2008 SNA requested an assessment of countries needs for the implementation of the 2008 SNA, to obtain an overview of these needs Dec May 2015: Secretariat conducted the needs assessment survey, with 47 countries responding April - May 2015: Survey on partners’ response to countries’ needs 1. African Centre for Statistics Objectives: –To map current provision for assistance with needs –To serve as framework for intervention and coordination –To identify gaps and guide further resource mobilisation efforts Targeted partners: Pan african institutions (AfDB, AUC); RECs; Training centre; IMF; WB; Insee; Eurostat Geographical coverage: countries needs were submitted Domain of needs: all three types of assistance concerned by all statistical activities required for 2008 SNA implementation –Training needs - technical assistance - financial support Institution's support to each type of need for each activity and country 2. African Centre for Statistics Afristat –Comprehensive accompaniment to members states –Training/ technical assistance on IT and national accounts –Technical assistance missions are subject to external funds ECOWAS –Training to MS on adaptation of ISIC rev4 and CPC rev2 –Training on IT tools (ERETES) for NA compilation IMF –Strengthen statistical capacity of African countries through AFRITAC centers –Training and TA, upon request from country –Technical missions are adjustable country’ specific needs 3. African Centre for Statistics Insee –Comprehensive accompaniment to requesting countries –Training/ technical assistance on ERETES and national accounts –Support should be part of a comprehensive project of GDP rebasing –Supported by a donor over (several months or couple of years) –Open to extend assistance to Anglophone countries Eurostat will support the 2008 SNA project through its PAS programme starting in 2016 –Provision of ERETES tool and training (to groups of countries) –Methodological support (opened to subjects proposed by AGNA) –Essential SNA guide 3. African Centre for Statistics The needs of 16 countries are at least partially covered, by provision for training and technical assistance. This should lead to producing GDP by production and expenditure approaches compliant with the 2008 SNA. For 14 countries, the available assistance is depending on the availability of resources to sponsor the assistance missions. The needs of five countries are yet to addressed.
