7/ o 2004: Founding Congress in Paris o 2005: Representation of LGs in UNACLA & in the UN Habitat administrative council as observers o 2005: Declaration heads of state and governments Millennium summit + 5 – Reference to Local Governments o 2006/07/08: Agreements with several UN agencies, UNESCO and WB Institute o 2007: Adoption Guidelines on decentralization and strengthening of local authorities o 2008 : EU resolution on “the role of local governments in international development cooperation” Cities Alliance: UCLG chairs the Executive Committee for 3 years o 2009 : Adoption of Guidelines on access to public service with UN Habitat Local authorities included in Accra Agenda for Action Advocacy: representation of Local governments
