Subsidized work programs - recycling unemployed ? or permanent and stable jobs? Reintegration of long-term unemployed Maastricht October 2014 Evangelos Perakis Emmanouil Komtogiannagis Nikolaos Savvidakis

The last official bulletin…. unemployment in Greece Unemployment rate during the month of June 12 June 14 June 12June 14June 13 June Economically non active Unemployed Persons employed Unemployment rate

At 53,1% Unemployment among young people in Greece Youth unemployment in May 2014 in the two-speed…… Europe!! south At 53,8% Unemployment among young people in Spain At 42,9% Unemployment among young people in Italy whereas the lowest Germany (7.8%) Austria (9.3%) Netherlands (10.4%)

Long-term unemployed Greece has one of the highest long- term unemployment among OECD countries. This percentage increased from 49% in 2007 to 71% in 2014 "The trend is particularly worrying for the sufferings experienced by the unemployed and their families." Says the OECD ……………..and continues "Politicians need to prioritize efforts to help long-term unemployed back to work with more job-search assistance on a personal level and education"

But what policies? and to what political environment? All existing policies are not designed to find stable and permanent employment for the unemployed but substantially programs "recycling" unemployed Do community service program, which will only be for the long term unemployed Special support allowance the amount of the allowance may not exceed the amount of EUR 200 per month and will be paid for as long as the beneficiaries are unemployed but not for longer than 12 months The allowance the long-term unemployed are pushing humiliation and the impoverishment "Local actions for social inclusion for vulnerable groups in municipalities' objective of the program - The creation of new personal or other business - The establishment of social cooperatives - Placement in existing businesses in the area Cheque Training for Long-term unemployed ….. and labor market entry for young people up to 29 years (Voucher)

For normal work, nor reason!!!!!!!! The harsh austerity enforce EU and the troika, leads to chronic unemployment, the main problem of society, since it affects only individuals but whole. Nearly half of the unemployed in times of crisis, finally leaving the labor market, with tragic social consequences. All these programs essentially 'job offer for free traders and temporary starvation wage unemployed'

" Change policy designed to pick up protection measures for the unemployed and especially the long-term unemployed ' Immediate measures to create new jobs or rescue operation and an upgraded, modern and effective system of protection of the unemployed -Strengthening of the public investment program. -Support for small and medium enterprises with employment clause for subsidized projects. -Reduction of working time to 35 hours per week and seven hours daily without loss of pay. - Prohibitions dismissals in all enterprises and collective and individual redundancies in profitable businesses, and workers over 55 years. A policy which prioritises the reconstruction and upgrading of the productive base of states based on the principles of, sustainable eliminate poverty and reduce inequality

-To inflate the debt, -make us poorer in Eurozone -to ravage the country as the migration of thousands of mainly young people, - increasing suicides, -to take our homes means the highest taxing, -to reduce our wages and social goods (education, health), -to sell off public property, -sacrificing the environment for the sake of supposedly development -and mainly to have been subdued. The Greece in recent years has become a field of economic experiments and Greek in experimental animals. An experiment that alone has accomplished are:

Dramatically are the elements of the Office of the State Budget in Parliament about poverty in Greece, after the protracted crisis 'hits' 6.3 million. individuals with our country is threatened more than ever in the EU 28. A comparative analysis "emphasizes that 2.5 million people are below the threshold of relative poverty by the medium household income (60%). In addition, 3.8 million people are at risk of poverty due to material deprivation and unemployment. The report stresses that the prolonged economic crisis has led Greece to the fourth worst among the 35 countries with the indices of well- being and quality of life (OECD).

The Greeks have been many and we have overcome our limits. Europeans and especially Germans and their friends will have to revise their attitude towards Greece and the countries of the South to change policy, because the crisis is not a GREEK phenomenon, born and imposed by our partners.
