Committee of Visitors (COV) Review of the BES Scientific User Facilities Division April 12-14, 2016 Update for BESAC February 12, 2016 James B. Murphy Director, Scientific User Facilities Division

Triennial review by BESAC of each BES division COVs are a standard part of BES practice. This will be the fifth review for SUFD. The previous review was in April All previous COV reports and BES responses can be found at: COV recommendations are taken very seriously by BES and have resulted in substantive changes. History of COVs for SUFD/BES

Committee of Visitors Charge 1. For the scientific user facilities including the accelerator and detector program, assess the efficacy and quality of the processes used to: (a) solicit, review, recommend, and document proposal actions and (b) monitor active projects, programs and facilities. 2. Within the boundaries defined by DOE missions and available funding, comment on how the award process has affected: (a) the breadth and depth of portfolio elements, and (b) the national and international standing of the portfolio elements.

2013 COV Recommendations BES appreciates the COV committee for its thoughtful deliberations and insightful recommendations. SUFD implements the recommendations to the extent possible with our staffing level and budget appropriations. There were a large number of fine-grained recommendations with some redundancy (travel, etc) Updates of our responses will be presented at the review

2013 COV Recommendations / SUFD Response Recommendation: General Issues a)Increase flexibility of SUFD manager interaction with facility managers (increase travel for on-site presence). b)The move toward the PAMS database for review of proposals and awards is commendable and should be available to the next COV. c)Finalize the set of uniform definitions for nanoscience centers (publications). d)Additional new metrics that account for scientific impacts should apply to all scientific user facilities. e)Place added emphasis on career development as well as on maintaining state-of-the-art experimental apparatus, sample environments and software. SUF Response : – BES will seek opportunities for SUFD program managers to increase interactions with facility managers. – BES concurs with the recommendation and will implement at the next COV. – BES agrees and had already generated a consensus list of high profile publications which has been distributed to the NSRC directors. – The metrics used by BES to evaluate user facility performance are aligned with the Office of Science policies. They include user demand, facility operating hours, facility reliability and publications. – BES will continue to encourage DOE laboratories, as part of their management plan, to highlight career development opportunities. Update : All items have been implemented and relevant documentation will be included in the 2016 COV materials.
