1 Stage 1 WLL Service Definitions Submit toTR45.5/3GPP2 Committee by CDG-WLL Team Presented by Julia Kwok, Vice Chair of CDG-WLL Team October 11, 1999

CDG-WLL Team 2 Abstract This contribution introduces Stage 1 call control and call implementation services required for CDMA systems to provide Wireless Local Loop (WLL) applications.

CDG-WLL Team 3 IS-95 WLL Services Call Control support (hook detection, co-existence of call waiting/3Way calling), Reliable DTMF with the EVRC Others (to be added in the future)

CDG-WLL Team 4 Goals Ensure competitiveness of WLL by enabling the provision of wireline and quasi-wireline equivalent WLL services Establish common testable interfaces to promote inter-operability among various equipment vendors.

CDG-WLL Team 5 Objectives Identify enhancement to IS-2000 and IS-95B that will better support WLL Applications Accomplish stage 1-3 standard work for identified features Identify & address additional capabilities in the future

CDG-WLL Team 6 Background Several service providers identified & prioritized crucial WLL features at May & June CDG-WLL meetings. Discussion based on a contribution submitted by Motorola & Lucent. Both companies accepted the assignment of developing Stage 1-3 for the high priority services.

CDG-WLL Team 7 A Need for Standards of the Identified Areas Standards Activities: –“Wireline Replacement System Requirement” (PN- 4276) –“Analog Group 3 Fax” (PN-4372) –“Application of A-Interface Standards to Wireless Local Loop” (PN-3964) Absence of existing standards to address the identified call control & implementation areas which are necessary to provide wireline equivalent services.

CDG-WLL Team 8 Market Demand For Services Hook Detection is essential to managing the call-state and finite-state-machine (FSM) info., and provisioning of wireline- equivalent call or alternate call treatments. Co-existence of Call Waiting &Three-Way calling is a wireline-equivalent capability. Reliable receipt of DTMF Tone signaling Detection is a fundamental capability.

CDG-WLL Team 9 Functions of Call Control Provides support of end-to-end signaling of call state information necessary to establish, maintain, or release a call. Is required to administer the call state & finite state machine (FSM) of a call.

CDG-WLL Team 10 Call Control Two services are needed because the call state & FSM information requirements of Wireline & Wireless differ: –Wireline Terminal Switch-Hook State Changes –Co-existence of Call Waiting and Three-Way Calling

CDG-WLL Team 11 Wireline Terminal Switch-Hook State Changes Issue: A need for the infrastructure equipment to know the switch hook status of the terminals e.g. on hook or off hook status. Impact: this info allows infrastructure to –provide alternate call treatments, busy tone, hunt features, hotline features and –determine stuck off hook conditions

CDG-WLL Team 12 Wireline Terminal Switch-Hook State Changes This service reports terminal hook status and hook status changes generated at the analog handset.

CDG-WLL Team 13 Co-existence of Call Waiting & Three-Way Calling Issue: The IS-95B standard does not contain the messaging that allows the WLL terminal equipment to make the differentiation between: –initiating a three-way call (terminal equipment must generate a dial tone) versus –a call-waiting call (terminal equipment should not generate a dial tone).

CDG-WLL Team 14 Co-existence of Call Waiting & Three-Way Calling This service uses a Flash with Info Message to indicate whether: –a call-waiting call is present, and –the calling party is no longer available. If a Flash hook is initiated between the receipt of these two messages, then the WLL terminal shall interpret this as an incoming call & shall not generate dial tone.

CDG-WLL Team 15 DTMF Signaling with EVRC Issue: WLL peripheries require reliable receipt of DTMF Tone signals. Problem: EVRC distorts DTMF signals.

CDG-WLL Team 16 DTMF Signaling with EVRC Impact: the terminating end cannot be controlled reliably via DTMF tones. Example: can leave but is not able to retrieve messages from an answering machine.

CDG-WLL Team 17 DTMF Signaling with EVRC Ensure reliable transportation of DTMF tones over the air interface when EVRC is used. Developed Stage 2 and 3 Inter- operability Test Plan.

CDG-WLL Team 18 Recommendations TR45.5 and 3GPP2 review and refine the contributions Incorporate the proposed WLL modifications into: –IS-95B –IS-2000 Release A
