3 Safety Performance Indicators…. allow safety to be monitored in a consistent manner facilitate ICAO’s move from prescriptive to performance-based regime enable regulation to focus on measurable outcomes allow safety-critical activities to managed effectively enable different aspects of safety to be monitored
4 Tiers of Safety Performance Indicators SPIs should be simple, measurable, reliable, and designed for specific tasks Three different tiers of SPIs envisaged: First Tier - providing a general assessment of safety, by measuring past events Second Tier - identifying key areas through eg analysis of causal factors Third Tier – measuring the effectiveness of safety processes
5 The way forward… Relevant work in SMS International Collaboration Group, in EASA, EUROCONTROL, and at State level Need for coordinated approach in Europe, and globally via ICAO Will require definition of focus areas; an agreed risk/severity assessment methodology; guidance material; reliable data; and standardised Tier One indicators; Need for a common, equitable and transparent approach.
6 Recommendations to High Level Safety Conference - adopt a set of First Tier SPIs establish a common methodology for developing Second and Third Tier SPIs, drawing on existing work and experience encourage better safety data collection and sharing, including through the promotion of open reporting cultures.
