3 Collaborative Expedition Workshops Purpose Organize around common purpose, larger than any institution, to appreciate potentials and realities Improve quality of dialogue and collaborative prototyping at intergovernmental crossroads Participants, representing many forms of expertise, return to their settings with a larger perspective of the “whole” –De Tocqueville “Americans of all ages, all conditions, and all dispositions form associations. …In democratic countries the science of association is the mother of science; the progress of all the rest depends on the progress it has made.”

4 Collaborative Expedition Workshops Create conducive conditions for “Breakthrough” Innovations – from “Need to Know” -> “Need to Share” -> “Build to Share” –To be Informed (not Overwhelmed) by the Combined Complexity of our Multiple Forms of Expertise –Authoritative Communities of Interest/ Practice around Common Business Lines –Agile Framework for Building Intergovernmental Services –Emergence of Open Collaboration, Open Standards, Semantic Technologies “In design, we either hobble or support people’s natural ability to express forms of expertise.” Prof. David D. 5 Collaborative Expedition Workshops Seventh year of open workshop series exploring cost-effective implementations of emerging technologies for the delivery of services at all levels of government, establishing “ communities of practice ” among IT implementers across government and the private sector, developing reference standards for interoperable Federal information sharing, and fostering communication between researchers and practitioners to inform policy development – CIO Council, GSA, NSF, with NITRD agencies –69 workshops; CIOC emerging technology life-cycle process – monthly attendees from government at all levels, academia, and the private sector (i.e. DNI, NAPA, ONR, CRS, LoC, GAO, NIH, NASA, DoE, Shenandoah Valley Science Consortium, DIA, DARPA) –Total participation in the thousands; social networks to transcend insularity –Workshop archives: –FY07 statistics: 1.7 million visits, 4000 community files, 1700 wiki pages, 5.2 million files downloaded

6 Impacts of Collaborative Expedition Workshops: Responsive to Federal emphasis on finding solutions to enterprise-level data and system interoperability issues. Examples: –Adoption of interoperability models and standards in OMB activities under the Federal Enterprise Architecture Initiative –CIO Council Strategic Plan FY07-09 Setting for Emerging Technology Life-cycle process ( where communities dialogue around national scenarios and high interest capabilities (IPv6, StratML, Open Technology Development) Organizing process to accelerate discovery, maturation, and validation of capabilities that leverage sound architectural principles and “build to share” enterprise solutions. –National Information Exchange Model: Builds on the Data Reference Model developed in workshops and collaboration environment. NIEM advances information exchange standards and processes to enable jurisdictions to effectively share critical information in emergency situations, as well as support day-to-day operations of agencies ” – developed by DOJ, DHS

7 Impacts of Collaborative Expedition Workshops: Leadership in use of collaboration technology (including wiki) for efficient, cost- effective collaborative work across the Federal government. Examples: –1) Communities of Practice (CoPs), including: IT Performance Management Community Capital Planning and Investment Control Enterprise Process Improvement Chief Architects Knowledge Management Working Group Semantic Interoperability Spatial Ontology XML Federal XBRL GeoSpatial Service-Oriented Architecture Agile Financial Data Services Health Information Technology Ontology Project Federal E-Discovery –2) Development/implementation of Data Reference Model and Geospatial Profile for Federal information sharing - approved for use by OMB – both completed in 180 days

8 SEW Planning with NITRD Partners: Looking Ahead –Growing interest as “ fast followers ” of scientific collaboration communities around “ Build to Share ” infrastructure – tools, governance, security, privacy Use to discover tools from academic communities, national labs in addition to agencies, private sector, standards bodies –Broaden collaboration with other NITRD IWGs and CGs on workshop themes High-priority interests of NITRD agencies Key interagency NITRD R&D directions Add priorities from CIOs and emerging collaborations (Shenandoah Valley Science Consortium) to provide sense of shared purpose around challenge scenarios –Invite more NITRD researchers to present their work Evolution mechanics: –Workshop planning meetings in alternate months; six full-day Collaborative Expedition Workshops in 2008 –Meet with IWG/CG co-chairs, NITRD/NCO technical coordinators to discuss possible topics of interest
