1. What is the form of government in which representatives are elected to govern on behalf of the people? a republic

2. Before 1783 how did people establish a claim to land in the West? by settling on it

3. What was the purpose of the Land Ordinance of 1785? to provide an orderly method of settling land north of the Ohio River

Congress did not have enough money to provide troops. 4. Why didn’t Congress send troops to protect the settlers in the West?

5. How did Congress ensure that public schools would be set up in the lands north of the Ohio River? Revenues from the sale of one section of land in every township would be used for the creation of a public school.
