Host-Site Compliance Monitoring 2014 New York State AmeriCorps Program Director Training

INTRODUCTION  Gain an understanding why the State Commission is requiring programs to have a host-site monitoring policy and procedures.  Commission requirements.  Learn best practices from a current AmeriCorps program for developing systems and processes for monitoring host sites.

Why?  Prevent Prohibited and unallowable member activities.  Confirm that all AmeriCorps Regulations are being followed.  Member management.  Host-site compliance: programmatic/fiscal/reporting.

Why? Prevent Prohibited and unallowable member activities. How?  Training members and host-site supervisors prior to member placement at site.  By regular communication and technical assistance with members and their host-site supervisors about Prohibited and unallowable activities.

Why? Detect Prohibited and unallowable member activities. How?  Reviewing Member Position Descriptions with both members and their host-site supervisor(s) to verify the descriptions are accurate.  Observing members at the host-site.  Interviewing members and host-site supervisors.  Reviewing host-site training agendas or training materials.  Reviewing host-site communication material (web site, media, blogs, press releases, Facebook/twitter.

Why? Confirm other AmeriCorps Regulations are being followed. How?  Reviewing member timesheets.  Review of member timesheets submission/approval process.  Accompaniment requirement, if applicable.  Member evaluations.  AmeriCorps logo.

State Commission Requirements Programs who have members placed in service at one or more host-site locations must have a Host Site Monitoring policy that includes:  A formal Host Site Monitoring tool.  Conducting scheduled visits to host-sites for the sole purpose of monitoring their compliance with AmeriCorps regulations.  A process by which compliance issues that are identified are resolved.  A corrective action plan to take if it is determined members are/were engaged in prohibited or unallowable activities.  Notifying the State Commission if it is determined that members are/were engaged ion prohibited or unallowable activities.  Review of Member Position Description with members.  Review of Member Position Description with host-site supervisors.
