Transfer Planning –Update Summer Term 2015 Planning ahead for the Autumn Term 2015 Jane Barker –ISEND consultant

Current position Focus on Year 11,14 and Year 5 transfers Majority of transfer review meetings completed Majority of paperwork completed and received However-difficulties with achieving timescales, information missing from paperwork resulting in a backlog of cases.

Short term action plan Prioritise Year 11 and Year 14 pupils changing placements in September For College students priority for those likely to require high needs funding For College pupils not requiring an EHCP, offer a College support plan and cease statement (with parental agreement) Request for Independent Specialist Providers(ISPs)/NMSS to go to the Joint Agency Placement Panel(JAPP) College high needs funding to be agreed in June following individual College meetings, with review in October

Key messages for schools Complete and submit any outstanding Transfer Review paperwork for current year Work with SEN PAs and APOs to provide any additional information required to complete the EHCP Note a new transfer review process will be published at the end of June for academic year 2015/16 Most importantly – start to collect the information/updated assessments for pupils with Statements to feed into next years transfer review process for Years 11 and 14. (See briefing note for Schools)

Key messages for colleges Liaise with SEN PAs about placements for individual students Respond to requests for information about potential ISP placements Respond to formal consultation letters on draft EHCPs Prepare information to support request for high needs funding for individual students for June meeting. Template to be provided by mid May

Looking ahead –Local Authority planning Transition Plan to be revised and updated by end May Transfer process to be amended by end June for next year School and Colleges reps will have opportunity to input on revised transfer process Briefing workshop at end of June Local Authority to lead process for 2015/16 academic year Year 11 and 14 transfer review meetings planned for Autumn Term 2015 Year 9 must also be transferred next year
