 ACA expands Medicaid/TennCare eligibility in Tennesseans with incomes up to 138% Federal Poverty Level (approximately $15,000 for individuals, $30,000 for family of 4).  Federal government pays 100% Medicaid (TennCare) for expanded population until 2016 then gradually decreases to 90% by 2020 and beyond.  The current TennCare federal match rate (67%) will remain the same for those people who qualify for TennCare program and not under the new Medicaid eligibility guidelines. 5

 1.7 million Tennesseans live in Rural Areas  20% of Rural Tennesseans live in Poverty ◦ $11,500 annual income for an individual ◦ $22,500 annual income for a family of 4  11.1% of Rural Tennesseans are Unemployed  16% of Rural Tennesseans are Uninsured 6
