Lifting 1995 Caps UFAS recommending 1995 caps be lifted for UFMP Qualified Device compensation Interim proposal to collect full amount that WECC members have committed to compensate the Device Operators for their incurred costs. Interim solution while a permanent modification to UFMP Assessments is developed 3 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

MAC Support The WECC Member Advisory Committee voted to support this resolution: Recommended that WECC membership support lifting the 1995 caps, allowing for Phase Shifter Device Owners to receive full compensation. Excerpt: “The MAC requests that each member support this initiative, and direct your OC representatives to vote in favor of lifting the cap when the vote is taken at the October OC meeting.” 4 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

UFAS Motion Resolved, the OC approves the following: – For the USF Assessment Calculation Methodology, UFAS will remove the 1995 cap on the Qualified Device Compensation to allow full compensation to the QD owners. Path and Device Qualification Status Path 23 is up for Disqualification Review Tri-State Gladstone PST seeking qualification – Tri-State provided studies stating its device met UFMP Qualifications – WECC Staff needs to independently verify device meets requirements – Peak Reliability needs to incorporate PST into coordinated operations plan – UFAS will recommend approval 8 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Gladstone PST 230 kV Phase Shifter is fully owned and operated by Tri-State Generation and Transmission, Inc. Positioned on Colorado-New Mexico Interconnection Project Angle range from -60 to +60 degrees with 33 tap positions Commercial operation on November 10, W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Operating Statistics Plan Year 20 (CY2014) activity as of September 29, 2014 has 1,874 hours of Coordinated Operations of Phase Shifters (COPS) with 804 hours of contributing schedule curtailments Total of 105,224 MWhs of Unscheduled Flow relief was provided by curtailments 65 hours of competing path usage to date, Primarily Path 30, Path 36 and Path W ESTERN E LECTRICITY C OORDINATING C OUNCIL
