President Bush, 2004 State of the Union April 2004 Executive Order calls for an interoperable health information technology infrastructure in 10 years. Established the position of National Coordinator for Health Information Technology –Filled by Dr. David Brailer in May 2004 Federal efforts build on public / private activity over the last 3-4 years Dr. Brailer’s Office of the National Coordinator for Health Information Technology (ONC) has stepped up the pace –July 2004 – Released “The Decade of Health Information Technology... Framework for Strategic Action” –November 2004 – Issued a request for information (RFI) for “Development and Adoption of a National Health Information Network” –September – November 2005 – Awarded eight contracts

©2005 CSC Proprietary Interoperable Electronic Health Record Solutions 3/10/2016 4:38:37 PM 3www.csc.com The Strategic Framework recognizes the critical role of health IT and is built on seven critical needs 1 1.Avoid medical errors –44, ,000 deaths each year from preventable medical errors in hospitals –Over 770,000 people injured or die each year in hospitals from adverse drug events 2.Improve use of resources –U.S. healthcare spending is disproportionately high compared to other industrialized nations and outstripping inflation 3.Accelerate diffusion of knowledge –Breakthroughs and the latest medical evidence take years to reach clinical practice 4.Reduce variability in access to care –Access to specialty care is lacking in rural areas 5.Advance consumer role –Consumers are not engaged in making decisions about their own care and suffer from having to fill out repetitive forms 6.Strengthen privacy and data protection –Critical protection of patient health records must go beyond the baseline set by HIPAA 7.Promote public health and preparedness –Real-time information is needed to detect and pinpoint outbreaks, etc. 1 Office of the National Coordinator for Health Information Technology
