EU policy on Urban Mobility Challenges Many urban areas suffer from severe congestion Urban mobility accounts for 23% of CO2 emissions from transport (continued dependence on oil) Cities in virtually all MS struggle to meet legal requirements for ambient air quality Urban road accidents account some 40% of all road fatalities (approx. 11,000 per year in the EU) Integration of different modes and local, regional, and long distance travel and transport Sustainable Urban Mobility plans and Accessible and Inclusive transport

EU policy on Urban Mobility Urban Mobility Package 2013 In this communication the Commission reinforces its supporting measures in the area of urban transport. It is complemented by an annex that sets out the concept of a Sustainable Urban Mobility Plan (SUMP). The concept describes the main features of a modern and sustainable urban mobility and transport plan. The European Commission will: Continue to promote the development and implementation of SUMPs. Stimulate EU-wide exchange and cooperation through –Member States Expert Group on Urban Mobility –European Platform on Sustainable Urban Mobility Plans. Sustainable Urban Mobility plans and Accessible and Inclusive transport

SUMP: Characteristics Strategic plan covering the functional urban area with a long-term vision and a clear implementation plan. Goals, objectives and smart indicators. Central goal is improving accessibility and quality of life, as well as sustainability. Assessment of current and future performance Balanced and integrated development of all urban transport modes. Horizontal and vertical integration between departments and authorities. Participatory approach involving stakeholders and citizens. Monitoring, review, reporting. Quality assurance. Sustainable Urban Mobility plans and Accessible and Inclusive transport

Accessible and Inclusive Transport A SUMP is an effective tool and process for the development of a cost effective urban transport system which provides : Accessibility of the urban (public) transport network. –Availability of choice of modes; comfort and ease of access to different modes. –Distance and time taken to reach destinations and costs. –Individual’s accessibility to different modes depending on the affordability and physical constraints to using the mode. Accessibility for persons with reduced mobility. –Access to and availability of facilities in the public transport system. –Accessibility of the physical environment. –Information systems for journey planning and in the physical environment.
