Function To allow state and local planning for chemical emergencies To provide for notification of emergency releases of chemicals To address communities’ right-to-know about toxic and hazardous chemicals From Superfund Amendments and Reauthorization Act (SARA) of 1986 Required the establishment of state/tribe emergency response commissions (SERCs/TERCs) SERCs/TERCs for coordination of certain emergency response activities and for appointing local emergency planning committees (LEPCs)
