Tompkins Reconstruction After the South lost the Civil War, the states were allowed to rejoin the United States. Radical Republicans had a plan to rebuild called Reconstruction. The plan called for districts under martial law, punished the leaders of the South, and established civil rights under the 13 th, 14 th and 15 th amendments to the U.S. Constitution. Carpetbaggers and scalawags tried to make money during Reconstruction. The Emancipation Proclamation was made during the Civil War, but not enforced in the South until after the war. Some freedmen had a hard time adjusting to their new freedoms. Many became tenant farmers. The Texas Constitution of 1876 is still used today. It took away many powers, but still allowed the governor to veto bills. The legislature was still allowed to ratify laws. The legislature can vote to impeach the governor.

Tompkins Frontier Wars Though rights were guaranteed by the U.S. Constitution, the Black Codes repealed many of the rights guaranteed to African Americans. After the Civil War, the population of Texas expanded westward into Native American areas. Buffalo Soldiers tried to protect the settlers, while Cynthia Ann and Quanah Parker fought for Comanche territory.
