San Bernardino/Madera County Locate Pilot Project ■San Bernardino and Madera Counties have entered into a shared services pilot project where staff from Madera County will work a segment of locate cases in the San Bernardino County caseload. ■The goal of this project is to locate employers and other assets on missing Non Custodial Parent’s in an effort to increase collections. Overview

Strategy 4,000 cases will be referred over the period of the FFY The following case types: ■Open Case ■Not pending closure ■No Bankruptcy ■Cases in a status of ENL or EFL ■Arrears and/or current support owing ■No payments since 9/1/2010 ■No active address for the NCP

Initial Outcomes ■500 cases have initially been referred ■Madera County has reviewed cases and has referred cases back to San Bernardino ■The following actions have been taken: ✷ Mods ✷ Closures ✷ IWOs

Always check the Prison Inmate Locator http://www.cdcr.ca.gov/ If age of NP is the same but unsure if the same NP send your locate letter to the prison for verification. Or attempt to call the prison. If the age and name are correct then proceed with next necessary action.

■One of the most valuable tools we have as caseworkers. ✷ Search by SSN and Fuzzy Name (Shift + F10). ✷ SSI info ✷ Aided Status ✷ Current address & Phone Number ✷ Other people associated with in prior years.

■CSENet transactions for locate help can always been sent to the state you think the NCP might be living. ✷ Normally you get a response within 4-5 weeks. Just keep checking your CSENet responses. Call the Other states central registry many times they have other cases in other states.

■Locate can be a difficult issue. ■Use your imagination and allow the small clues to guide you. ■Use the resources you have in your office and most importantly pick up the phone and call everyone and ask questions. ■Always check MEDS. ■Good Luck!!!!

Sonoma/Riverside County Establishment Project ■Sonoma and Riverside LCSAs entered into a Shared Services Agreement for an Establishment Project. ■The Counties negotiated an agreement, signed off and then submitted it to the local Regional Administrator for State approval. ■State DCSS director immediately approved it.

Sonoma/Riverside County Establishment Project ■The goal of this project is to improve upon the federal performance measures. For Riverside, Cases with a Support Order Established. For Sonoma, Cost Effectiveness. ■The Counties agreed to make a back end fiscal adjustment for the cost of the services, not to exceed $415,000.

Caseload Identification ■The initial project began on October 1, 2010 for a one year term. ■Sonoma County received 5,000 establishment cases from Riverside County. ■Criteria for the 5,000 cases: Case with no order CP is not Foster Care NP may or may not have an address Case is not in pending closure Paternity may or may not be an issue

Sonoma DCSS Actions Taken ■A new team was created in CSE for Riverside. Team Riverside was formed in Sonoma and is composed of four Sonoma Child Support Officers, one of whom is bilingual. Team Riverside performed the following tasks Issued Summons & Complaint-Proposed Judgments Reviewed for NCP Locate Closed cases that meet case closure criteria ■Sonoma County made in-kind contributions of management and supervisory time and services and supplies.

Riverside DCSS Actions Taken ■Sonoma was provided with Riverside’s Policy and Procedural Manual, case processing instructions, and information including Riverside’s attorney alpha assignments, court locations and process server areas. ■All inquiries and questions received from Sonoma are handled by a Supervisor and/or Senior Child Support Liaison. ■Once an order is obtained, Riverside enters the order in CSE and reassigns the case to an Enforcement Team within Riverside.

Next Steps ■Final fiscal adjustment: $380,417 ■Due to the success of this agreement, Sonoma and Riverside extended the Shared Services Agreement for an additional year. ■Also, Sonoma and Los Angeles Counties have entered into a similar agreement for FFY 11 – 12.

Impact on Federal Performance Measures ■There has been a helpful impact on our cases with orders FPM. The outcomes are what we expected on these case lists based on prior experience in working them. ■Allows Riverside staff to focus on cases needing an order for paternity and/or child support in which an address and employer is known for the NCP to maximize the establishment of orders, while Sonoma can spend more time on continuing locate establishment efforts.

Over 40% are in locate, another nearly 40% are either pending closure or closed, more than 15% of the cases are in various phases of legal action: S/C-PJ have either been issued, are pending service or served, or defaults/stips have been entered, rest were reassigned back.
