1 Placer County Rural Transit Study Expanding Public Transit Service for Rural Placer County

2 Study Purpose Why expand public transit service for rural Placer County? There are a number of rural residents that have limited transportation access to non-emergency medical and other essential services located in urbanized Placer County. Study will determine the feasibility of expanding public transit service for eight rural communities: Sheridan Granite Bay Lincoln (uninc) Auburn/Bowman North Auburn (uninc)Foresthill Alta/Colfax/Meadow Vista Loomis/Penryn/Newcastle/Ophir Placer County Transit Short Range Transit Plan recommended PCTPA conduct a Rural Transit Study.

3 Study Process Document transit needs in rural Placer County Obtain public and stakeholder input through community and stakeholder surveys, and Municipal Advisory Council meetings. Evaluate which transit services make sense by comparing alternatives to adopted standards. Potential new rural service alternatives should consider the impact to the overall performance of existing transit services. Identify recommended strategies for better serving the eight rural communities over a three to seven year horizon.

5 Non-Traditional Public Transportation Available to Rural Residents Health Express 745.7560 ▫ Advance reservation, shared ride, non-emergency medical transportation for all eligible Placer County residents. ▫ Eligibility requirements: be a resident of Placer County and either age 60+ or disabled. ▫ Serves medical destinations in Placer County and hospitals in Sacramento County. My Rides 800.878.9222 ▫ Free transportation to non-emergency medical appointments and other essential services provided by volunteer drivers, scheduled by Seniors First. ▫ Volunteer drivers are always needed, and receive mileage reimbursement. ▫ Eligibility requirements: be a resident of Placer County and age 60+, disabled, or a family of limited means with children age 0 – 5. ▫ Serves destinations in Placer and Sacramento counties, and Grass Valley.

11 Service Alternatives and Questions Sheridan ▫ Lifeline transit service (deviated fixed route) to Twelve Bridges PCT transfer point in Lincoln  Lifeline transit service is defined as: 2 – 3 runs per day, 1 – 3 days per week to provide basic mobility for shopping, medical, other recreational purposes.  What days/times would work best?  Important stops in Sheridan?  Should requests be served to individual homes in Sheridan? ▫ Connections with Yuba-Sutter Transit in Wheatland? ▫ Combined Sheridan/Lincoln/Auburn lifeline service along SR 193  Is direct service to Auburn important? ▫ How can we promote the MyRides program better in this area?

12 Service Alternatives and Questions Loomis/Penryn/Newcastle/Ophir ▫ Expand Taylor Road Shuttle deviation service area to 1 mile or more.  Are there particular neighborhoods/streets which are outside of the ¾ mile deviation service area now and which warrant transit service? ▫ Increase frequency of Taylor Road Shuttle service to hourly from every other hour. ▫ Lifeline transit service (deviated fixed route) between Lincoln and Auburn along SR 193.  Combine with lifeline service between Sheridan/Lincoln?

13 Service Alternatives and Questions Foresthill ▫ Deviated fixed route lifeline service to Auburn.  What days/times would work best?  Why did this service have low ridership when it was operated in the past? ▫ Multipurpose vanpool opportunities?  Are there specific employers with high numbers of employees living in Foresthill that could be approached to encourage vanpooling among their employees?

14 Service Alternatives and Questions Alta/Colfax ▫ Third daily round trip between Alta and Colfax.  What time would work best? ▫ Is there demand for more Placer Commuter Express service from Colfax? Commuter feeder service from Alta?

15 Service Alternatives and Questions Granite Bay ▫ Expand DAR service hours beyond 9:00 AM – 11:00 AM and 2:00 PM – 4:00 PM.  What times are transit service most needed? ▫ Coordinate with Roseville Transit to extend fixed route and/or DAR service into Granite Bay.  What times should be served?  Are there specific stops in Granite Bay that should be served?

16 Service Alternatives and Questions North Auburn/Bowman ▫ New deviated fixed route lifeline service along I-80 corridor between Auburn and Bowman  How often/what times would this need to operate to be effective? ▫ Review possibility of coordination with Auburn Transit to serve areas north of incorporated Auburn. ▫ Expand Highway 49 DAR service area to north of Joerger Road or farther west.  What are the most important areas/specific locations of unincorporated Auburn to be served by public transit service?  Where do residents want to go?
