2  Governor’s Early Childhood Advisory Council ◦ System assessment revealed wealth of data on young children; data not used efficiently ◦ Key objective for 2011-12: create comprehensive data system to track child outcomes and improve decision-making  WI statutes require establishment of a P20 longitudinal data system (LDS)  Supported by federal funding

3  EC LDS Project Team formed in May 2011 ◦ DPI – DHS – DCF - DWD ◦ Advocates ◦ Foundation Representatives  Project Charter completed & signed  Workplan under development

4  Create comprehensive data system to tell us: ◦ Are children on track to succeed when they enter school? ◦ Which children are served by which programs? ◦ What program characteristics result in positive child outcomes for which children? ◦ Which children have access to high quality EC programs? ◦ What are the education and economic returns on EC investments?

5  Analyze current EC data environment July 2011 - July 2012  Establish data sharing methodologies, including unique child identifier July 2011 - July 2012  Develop governance structure and operating principles January 2012 – December 2012  Develop dashboard report on young children December 2012  Phased in implementation July 2012 – July 2013

6  Host Data Roundtable for stakeholders ◦ Identify who should attend  Conduct cross-system survey/interviews ◦ Identify who can provide information about current systems  Establish EC LDS oversight policies ◦ Identify who should participate in these discussions

7  Robust information about young children and the services they receive  Ability to track children over time  Ability to assess whether services are effectively serving those at greatest risk  Ability to document which services are effective for which children  Increased accountability
