Does a relative pronoun have a grammatical use within the adjective clause?

YES! subject It can be the subject of the clause. -or - It can be the OP (object of the preposition-within the clause) He is a boy who studies. (subject of the DC) This is a window from which we can view the sea. (OP of the prep. from)

Can the relative pronoun ever be omitted?

YES! that The relative pronoun that is often omitted. She is a girl I know. She is a girl [that] I know.
