FAS WITHIN CAP INTRODUCTION OF CROSS COMPLIANCE MEASURES – Council regulation 1782/2003 Despite existing Advisory/Extension Services FARM ADVISORY SYSTEM AS OBLIGATION system should help farmers to become more aware of: material flows and on-farm processes relating to the environment, food safety, animal health and welfare FARM ADVISORY SYSTEM WITHIN CAP

FAS WITHIN CAP Council Regulation 1782/2003 - establishing of common rules for direct support schemes under the common agricultural policy Council Regulation 1698/2005 - European Agricultural Fund for Rural Development for the setting-up and use of advisory Services Commission Regulation 1974/2006 – defines initial legal architecture of this instrument of common agricultural policy INITIAL LEGAL ARCHITECTURE

FAS WITHIN CAP Member States establish and operate a system of advising farmers on land and farm management. The farm advisory system must cover at least the statutory management requirements (SMRa) and the good agricultural and environmental condition (GAECs) REQUIREMENTS

FAS WITHIN CAP STRUCTURE - government coordination unit -an implementation unit (government or out-sourced) -number of accredited or designated operating bodies OBs An open selection process for OB has been implemented in 14 MS GOVERNMENT COORDINATION UNIT OB IMPLEMENTATION UNIT

FAS WITHIN CAP SCOPE OF WORK 14 MS (depending of the regions in BE, DE, IT, UK) advisory activities tend to focus strictly on the Statutory Management Requirements (SMR) and the Good Agricultural and Environmental Conditions (GAEC), 12 MS advisory activities tend to be broadened to issues going beyond the scope of cross compliance. FINANCING PRESENT REGULATORY FRAMEWORK Regulation 1305/2013 of the European Parliament and of the Council on support for rural development by the European Agricultural Fund for Rural Development (EAFRD) SETTING UP FAS ACTIVITIES – UP TO 200.000 EUR PER 3 YEARS UP TO 1500 EUR PER ADVICE

FUTURE ADVISORY SERVICES 2014-2020 ENVISAGED SCOPE OF WORK Cross-compliance green direct payments Water Framework Directive and Sustainable Use of Pesticides requirements related to climate change mitigation and adaptation, biodiversity, protection of water, animal and plant disease notification and innovation sustainable development of the economic activity of the small farms, at least of the farms participating in the small farmers scheme sustainable development of the economic activity of holdings which are not small farms, according to national legislation

Resource management: eco-system services, soil functionality, water management, and genetic resources (“public goods”). Bio-economy: innovative technology for the bio-based economy bio-refinery; new products; reduction of post harvest loss. Supply chain: integrated supply chain solutions; new services; logistics, and management systems. Quality and consumers: food quality, food safety, and healthy lifestyles. FUTURE CONCLUSION Present CAP reform is one of the most significant ever undertaken. What is for sure? AGRICULTURE IS INCREASINGLY DEMANDING KNOWLEDGE BECOMES INCREASINGLY IMPORTANT
