1 CRS SANCTIONS Chetan Bakshi, CRS/Central

2 WHY CRS SANCTION IS REQUIRED ? Section 21 & 22 of Railway Act 1989 stipulates that “ No Railway should be opened for Public carriage of passenger until” CRS has:- Inspected the Railway & rolling stock proposed to be used. There is no infringement to SOD. Structure of line i.e. rails, bridges, signaling, OHE & general character of works comply with laid down standards. CRS has satisfied himself that Railway can be opened for public carriage of passengers without any danger.

3 WHAT IS RAILWAY FOR THE PURPOSE OF CRS SANCTION ? Railway or Portion of Railway for the public carriage of passengers includes :- All lines including all structure on it or crossing it. Newly built lines, Doubling, Multiple lines, Gauge conversion, Electrification, DC/AC conversion. Yards, Signaling installations. Electric traction equipments Rolling stocks ( Locos,Coaches, Wagons, track machines, Tower wagon etc )

4 RAILWAY DOES NOT INCLUDE ?  Tramway wholly within municipal area  Lines built in any exhibition ground, fair, Park or any other place solely for the purpose of recreation

5 TYPE OF WORKS REQUIRES CRS SANCTION (A) Opening of Railways :- New line, Doubling Multiple lines, Gauge conversion, Electrification, DC/AC conversion. (B) Permanent Diversion more than 2 KM length and less than 2 KM length if new station is involved/ Chord line/ Bye pass line. (C) Minor Works :- These are works which are proposed on lines which are opened for public carriage of passengers by CRS. ( Cond…)

6 TYPE OF WORKS REQUIRES CRS SANCTION These works are :- Opening of new bridge. Strengthening of bridge. Closer of existing bridge. ROB, RUB & FOB Extension of existing bridges. Temporary diversion ( Except for restoring traffic during accidents, floods & breaches ) Permanent diversion less than 2 KM length. Yard remodeling and interlocking installation or alteration to existing installation. New station. ( Cond…)

7 TYPE OF WORKS REQUIRES CRS SANCTION Heavy re grading of lines > 500 mm Opening of new L/C, shifting of existing L/C, Manning of L/C, up gradation of L/C, Closer of L/C. Addition or alteration to electric installation of tracks equipped to electric traction.

8 TYPE OF WORKS REQUIRES CRS SANCTION (D) SANCTION FOR INTROUCTION OF NEW LOCOMOTIVES AND ROLLING STOCKS. (E) SANCTION OF INCREASE OF SPEED OF NOMINATED TRAIN ABOVE 110 KMPH & UP TO 120 KMPH. (F) SANCTION OF INCREASE OF SPEED OF NOMINATED TRAIN ABOVE 120 KMPH.

9 Currency of CRS Sanction Currency of CRS sanction is 12 Months. If for any reason a sanctioned work is not taken in hand within 12 months from date of sanction, CRS should be approached for re validation of sanction.

10 BASIC RULE BOOKS / ACT The Railways Act 1989. Indian Railways General Rule, 1976. Opening for Public Carriage of Passengers Rule- 2000. Schedule of Dimension. All Railways should comply with stipulation of above basic rule books. All other codes and manuals should be in conformity to stipulations of above basic rule books. In case of conflict, stipulations of above rules books will prevail.

11 PROCEDRURE FOR APPLYING CRS SANCTION (A)Opening of Railways :- Submission of opening document to CRS is termed as “ Reference to CRS for inspection “. Reference to CRS should be made at least one month before the date on which ‘Railway line’ is proposed for opening. ( Cond….)

12 PROCEDRURE FOR APPLYING CRS SANCTION Reference to CRS is made by General Manager of the Zonal Railway. General Manager should accompany CRS during inspection. If for any unavoidable reasons, if it is not possible for him to accompany CRS, then CAO/C along with concerned officer should accompany CRS. ( Cond….)

13 PROCEDRURE FOR APPLYING CRS SANCTION DRM along with concerned Branch officers should accompany CRS during the entire period of inspection.

16 PROCEDRURE FOR APPLYING CRS SANCTION LWR diagram Inspection certificate of material used. Certificate of Earth Work by CE/C. Speed calculation on Curves.

17 PROCEDRURE FOR APPLYING CRS SANCTION (B ) Permanent Diversion more than 2 KM length and less than 2 Km if new station is involved /chord line, Bye Pass line. Procedure of submission of opening document is same as for opening of Railways.

18 PROCEDRURE FOR APPLYING CRS SANCTION (C ) MINOR WORKS Application is submitted to CRS by JAG officer of Division / field unit of construction organization. All drawings of minor works are approved by Hqrs. CRS can sanction the opening of minor works for passenger traffic, if he is satisfied; either with or without inspection.

19 PROCEDRURE FOR APPLYING CRS SANCTION (a)FOLLOWING DOCUMENTS ARE SUBMITTED ALONG WITH APPLICATION OF MINOR WORKS Application on standard format. Descriptive note of proposed works. Drawings duly approved by Hqrs. List of infringement to SOD. Speed restrictions during currency of work. Traffic working rule. List of deviations from General Rule / SEM

20 (D) SANCTION OF INTRODUCTION OF NEW TYPE OF LOCOMOTIVES/ROLLING STOCKS Application is submitted by Hqrs (CBE). (a) Documents to be submitted along with application. RDSO’s speed certificate. Joint safety certificate signed by PCE, CME, CSTE, CEE & COM. Track Certificate. Bridge Certificate. OHE Certificate.

21 (E) SANCTION OF INCREASE OF SPEED OF NOMINATED TRAIN ABOVE 110 KMPH & UP TO 120 KMPH. Route proving run is to be conducted by Rly. Application is submitted by Hqrs (CBE). (a) The following documents to be submitted along with application. Result of Route Proving Run. RDSO’s speed certificate of All types of Rolling Stock. Joint safety certificate signed by PCE, CME, CSTE, CEE & COM. Track Certificate. Bridge Certificate. OHE Certificate.

22 (F) SANCTION OF INCREASE OF SPEED OF NOMINATED TRAIN ABOVE 120 KMPH. COCR is to be done by RDSO. Application is submitted by Hqrs (CBE). (a) The following documents to be submitted along with application. Results of COCR. RDSO’s speed certificate of All types of Rolling Stock. Joint safety certificate signed by PCE, CME, CSTE, CEE & COM. Track Certificate. Bridge Certificate. OHE Certificate.
