3 Learning Objectives Attendees will be able to:  Define some of the issues affecting state oral health programs’ ability to improve oral health through workforce capacity development  Outline potential strategies to strengthen the workforce in state oral health programs  Cite examples that states already are using to enhance state oral health program workforce capacity

4 Association of State and Territorial Dental Directors  The ASTDD vision is to have a strong and effective governmental oral health presence in states and territories to assure optimal oral health.  Oral health and public health infrastructure enables state and local public health agencies to perform their core functions and essential services.  Professionals from many disciplines are needed to deliver all of the skill sets and workforce hours necessary to provide these services and functions to promote oral health.

5 A successful SOHP must have:  Diversified funding  Continuous, strong, credible, forward-thinking leadership  A competent complement of staff and consultants  Broad-based coalitions with fiscal and political clout  Valid data to use for evaluation, surveillance, and supporting the state oral health plan’s implementation strategies

6 SOHP Workforce Capacity Development This Best Practice Approach Report focuses on how State Oral Health Programs can increase their capacity to carry out: the Core Public Health Functions of Assessment, Policy Development and Assurance and the 10 Essential Public Health Services to Promote Oral Health

7 Essential Public Health Services to Promote Oral Health in the U.S. Assessment 1. Assess oral health status and implement an oral health surveillance system 2. Analyze determinants of oral health and respond to health hazards in the community 3. Assess public perceptions about oral health issues and educate/empower them to achieve and maintain optimal oral health Policy Development 4. Mobilize community partners to leverage resources and advocate for/act on oral health issues 5. Develop and implement policies and systematic plans that support state and community oral health efforts Assurance 6. Review, educate about and enforce laws and regulations that promote oral health and ensure safe oral health practices 7. Reduce barriers to care and assure utilization of personal and population-based oral health services 8. Assure an adequate and competent public and private oral health workforce 9. Evaluate effectiveness, accessibility and quality of personal and population-based oral health promotion activities and oral health services 10. Conduct and review research for new insights
