In our society work is regarded as a normal and important part of life. Many studies states that the work- place is the most important social arena for normal people.

Labour market policy is a government responsibility. Social activities is a municipal responsibility

A job ought to be the primary goal for all able adults.

In 1991 a new reform transferred the responsibility for mentally challenged personnel from the county- level to the municipal- level. This was a result of a politically desired development where disabled should, to the largest extend be integrated into the community. This is what is referred to as mainstreaming..

The labour policy is owned by the Parliament. The rules, based on the law is owned by the Government. i.e. the Minister. The responsibility for implementation and detailed rules are responsibility of NAV.
