2 To provide an overview of progress with the implementation of Correctional Supervision and Parole Boards. PURPOSE

3 BACKGROUND Correctional Supervision and Parole Boards (52) were established in terms of section 74 of the Correctional Services Act, 111 of 1998 on 1 October 2004. Initially members of the DCS were appointed on interim basis as Chairpersons in order to ensure compliance with the Act until suitable members from the community could be appointed. The majority of the Chairpersons were appointed in July 2005 and were welcomed into the Department by the Minister and senior members of the department during a national orientation session held at Boksburg on 25/ 26 July 2005

4 COMPOSITION OF BOARDS Chairperson – Member from Community Vice Chairperson – Initially a member of DCS in process of being replaced by member from the Community. Secretary – member of the DCS. Two members from the Community (part time). Co-opted Member of SAPS/ OoJ&CD. Quorum = 3 members (one of which must be the Chair of Vice)

6 The primary task of the Parole Board is the responsible consideration and approval/ disapproval of placement of offenders –under correctional supervision –on day parole –parole and –medical parole The granting of special remission of sentence to offenders for meritorious conduct. Making recommendations to the Minister and Court a Quo regarding offenders sentenced to life imprisonment and those declared as dangerous criminals. RESPONSIBILITY/ FUNCTIONS

9 OFFENDER STATISTICS: Totals: 01/04/2007 The total number of offenders incarcerated on 1 April 2007 was 160 943. Gauteng has the highest percentage of offenders, amounting to 27.60% of the total of offenders incarcerated. Eastern Cape has the lowest percentage, amounting to 12.18% of the total of offenders incarcerated.

13 During 4 one week sessions a total number of 86 Chairpersons and Vice Chairpersons were trained from August 2005 to November 2005. Training inter alia covered the following areas: –Administrative Law –Offender rehabilitation path –Functions of Parole Boards –Parole Board procedures including the hearing –Complainant involvement –Parole policies –Societal responsibility of Parole Boards –Decision making and motivating decisions –Etc. National Workshop was held in November 2006 for all chairpersons during which specific attention was again placed on the decision making and motivation of decisions TRAINING

14 Chairs and Vice Chairs of LMN, GP and FSNC trained at Bela Bela – 16 to 20 July 2007. Regional Coordinators Social Reintegration were also included. Secretaries and Clerks of LMN trained at Rustenburg – 30 July to 2 August 2007. Regional Coordinators and subject matter experts also trained to roll out training for Secretaries and Clerks – training to be completed by end of September 2007 Session for training of Chairs and Vice Chairs of WC, EC and KZN - tentative 8 to 12 October 2007 TRAINING CONTINUED

15 Facilities plans for Parole Boards were standardised Construction has started on a number of facilities: –Glencoe, Kokstad, Ncome, East London, Kirkwood, Middledrift, Port Elizabeth x2, Sada, The following are either completed or very near to completion: –Polokwane, Thohoyandou, Grootvlei, Kroonstad x2 PAROLE BOARD FACILITIES
