MALAPPORTIONMENT-- POORLY APPORTIONED, ORGANIZED, OR STRUCTURED IN A MANNER THAT PREVENTS LARGE SECTIONS OF A POPULATION FROM HAVING EQUITABLE REPRESENTATION IN A LEGISLATIVE BODY. APPORTIONMENT-- TO DISTRIBUTE OR ALLOCATE PROPORTIONALLY, BASED ON POPULATION.
