Council-Manager Government Councilmen and Mayor are elected by citizens, usually based on districts (areas of residence). Councilmen and Mayor are usually employed full- time in other careers and volunteer for the city positions. Councilmen and Mayor depend on a City Manager to carry out daily administrative duties.
