3 Page 3 The Advance Interdepartmental Reporting Initiative (AIRI) seeks to deliver a more efficient, effective and integrated Government of Canada approach to collecting and consolidating commercial data. Advance Interdepartmental Reporting Initiative AIRI is composed of: 1. OGD Single Window Initiative 2. Interdepartmental Marine Conveyance Initiative (IMCI)

4 Page 4 Advance Interdepartmental Reporting Initiative: Vision  Eliminate paper based reporting.  Provide flexible solution to meet OGD needs.  Harmonize and consolidate CBSA and OGD information requirements and collect once, electronically, from trade chain participants.  Streamline the collection and sharing of cargo conveyance and crew data resulting in strengthened border security.

5 Page 5 Advance Interdepartmental Reporting Initiative: Vision OGD Single Window:  Wherever possible, offer 7/24 service for OGD release requests.  Support CBSA’s promise to implement full electronic reporting of cargo and conveyance data.  Allow automated risk assessment of goods prior to their arrival in Canada. IMCI:  Provide a national marine vessel and crew targeting system.  Address gaps in marine security for CBSA and OGDs.  Streamline the collection and sharing of conveyance and crew data resulting in strengthened border security.

6 Page 6 CBSA: Current State  CBSA currently processes approximately 80% of commercial reporting by electronic means.  30% of the 12 million import release transactions processed annually have one or more OGD requirements.  CBSA collects approximately 80% of the data required by participating OGD programs.

9 Page 9 Advance Interdepartmental Reporting Initiative: Progress OGD Single Window  Over 40 programs across by 10 departments are participating in a needs assessment program.  A range of business models have been conceptually developed.  9 Programs have been identified as possible pathfinders.

10 Page 10 Advance Interdepartmental Reporting Initiative: Progress Interdepartmental Marine Conveyance Initiative (IMCI)  Consultant has met with Canadian Coast Guard (CCG) to develop CCG needs assessment and scheduled additional meetings.  Joint outreach with eManifest and Bay Plan project team.  High-Level Business Requirements.

11 Page 11 Advance Interdepartmental Reporting Initiative: Business Transformation First Generation:  Paper forms were simply changed to electronic forms.  There was no analysis on how the information was used.  Modifications to transmission protocol and format were not communicated appropriately.  The format was fairly complex to decipher.

12 Page 12 Advance Interdepartmental Reporting Initiative: Transport Canada - Road Safety Issues  Forms for vehicle imports are paper based and usually completed at the border with the aid of the BSO.  Forms are faxed post release and can be difficult to read.  It is costly to retrieve and export vehicles that should not have been admitted to the country. Solutions  Provide the trader with the ability to supply the required information electronically in advance of arrival at the border.  With advance information, Transport Canada will be proactive.

13 Page 13 Advance Interdepartmental Reporting Initiative: Transport Canada - Economic Analysis Issues  Received information is out out of date and inadequate.  Received information can be misleading when goods are released inland. Solutions  Streamline interaction between CBSA and Transport Canada.  Put information in context with the process, and accurate and timely information will be provided.
