Reason for request – Legislative intent language included in HB 328 of the 2004 session indicates that “the university may not request state funds for operations and maintenance.” Utah State University Student Athlete Academic Center

The scope of the project has changed Original project focused solely on athletics and associated needs Focus now includes academic space Utah State University Student Athlete Academic Center

Facility originally planned for two floors; now three Building an entirely different structure Lecture hall, student study areas, a computer classroom, offices for academic advisors Non-athletes will participate in the instruction that occurs in the facility Utah State University Student Athlete Academic Center

Academic Accomplishments of USU student athletes For the second year in a row, USU led the Fall Academic all-WAC selections USU leads all WAC institutions and peer institutions in graduation success rates, 77% Composite 3.05 student-athlete GPA 148 Whiteside scholar-athletes (3.2 or better GPA) Utah State University Student Athlete Academic Center

Facility was constructed by the City of Tooele USU lease with an option to buy Last year, the Legislature appropriated $900,000 to USU to pay the remaining debt and assume complete ownership We now lease some of the space to SLCC Utah State University Tooele Instruction Facility

In the policy brief narrative for USU, the Analyst mentioned this project as follows: “Utah State University had been making bond payments for the facility at the Tooele Regional Campus. During the 2006 General Session, the Legislature provided $900,000 to finish paying off the bond. USU is requesting funding for O&M for that facility, but the Analyst suggests that the funding no longer being used for the bond payments could be used for O&M.” Utah State University Tooele Instruction Facility
