Local Level Responsibilities School Board :raise funds for the school Superintendent and staff: Build and maintain schools and facilities.Also hire and assign teachers and staff.Provide professional development and evalutate administrators.Negotiate with employee unions to keep up with salaries and working conditions.Establish rules for the schools like hours, holidays, curriculum, discipline, etc.Administer federal and state programs and testing.Report to federal and state governments how the money is spent and show student scores.NCLB- distribute and report “ report cards” for each school in the district.

State Level Responsibilities Legislature: Constitutional obligation to maintain schools. Governor: Certify teachers School board: provide the funding Chief state school officer: Delegate the operations of the school to the school boards

State Department of education: Collect and report data from schools. Intervene when districts experience a crises for example management or fiscal. Under NCLB- establish testing programs, curriculum standards and accountability. Report academic scores, graduation rates and teacher quality to the department of education. If any schools fail they must take over and reconstitute.

Federal Level Reponsibilities Congress and President: require states and schools to meet expectations Secretary of education: Fund and oversee programs for the ESL, low income students,and students with disabilities. U. S. Department of Education: Collect data about school erollment, staffing, funding, etc...
