7 Small Business Mission Mission of Small Business Office (Newly Established): Execute DCMA Small Business Ombudsman responsibilities Serve as the principal advisor to the Agency Director or Deputy Director on all Small Business Program matters to include: Interfacing with the DoD Office of Small Business Programs, Military Services, Small Business Administration, other Government agencies and various Industry associations Responsible for policy formulation, small business procedures, practices, business process improvements, training and tools Responsible for communicating small business objectives with primary DoD customers Mission of Small Business Compliance Center: Accountable for effective mission execution of DCMA Small Business policy and Small Business contract administration Provides advice and assistance to Military Services on subcontracting plans and programs to maximize small business opportunities in support of DoD customers and the warfighter Conducts subcontracting program compliance reviews Responsible for negotiation and administration of the Comprehensive Subcontracting Plan Test Program with approved Defense contractors Implements and manages the DoD Mentor- Protégé Program

9 SB Compliance Center Roles East/West Groups - Provides contract administration services within the Eastern and Western regions of the United States which includes performing surveillance and compliance reviews in accordance with FAR 42.302(a)(55) on DoD prime contracts administered by DCMA. Also responsible for review, evaluation, and approval of division-wide master plans, administration of Procurement Technical Assistance Centers, and support to DoD Office of Small Business Programs with small business subcontracting enforcement. Mentor Protégé Team - Provides administration to the DoD Mentor-Protégé Program which includes assisting in early validation of mentors, develop mentor protégé memorandums of understanding, review and approval of credit agreements, conducting annual reviews of all reimbursable and credit agreements, and post agreement reviews of protégés; and DoD annual return on investment report Comprehensive Subcontracting Program Team - Responsible for negotiating comprehensive small business subcontracting plans with defense contractors who participate in the program, review performance to determine utilization of small businesses to the maximum extent possible, and provide timely information to our customers regarding the application, execution and sustainment of the program 9
