High university education institution which prepares specialists with high university education, Has statute of university, Has limited university autonomy in comparison with civil higher institutions (rector is appointed by the Government and is not appointed by the institution’s Board, the staff is employed and dismissed by the Minister of Internal Affairs, is financed entirely from state’s budget, the extra budgetary incomes are paid in state’s budget), The graduates of the Academy are the first who are employed by the Ministry of Internal Affairs in police positions. “STEFAN CEL MARE” ACADEMY OF THE MINISTRY OF INTERNAL AFFAIRS REPUBLIC OF MOLDOVA

The single institution from Republic of Moldova which prepares specialist for the majority subdivision of MIA in the following fields: Law and civil protection and public order; Institution trains specialists for Department of Penitentiary Institutions (subordinated to Ministry of Justice); Trains specialists for Center for Combating Economic Crimes and Corruption,an independent body, subordinated to the Parliament of Republic of Moldova. Trains Specialists for Board Service (from July 01, 2012 this services will be renamed in Department of Police Board and will be a part of MIA). “STEFAN CEL MARE” ACADEMY OF THE MINISTRY OF INTERNAL AFFAIRS REPUBLIC OF MOLDOVA

Initial professional training; Ongoing professional training. Within the high education are realized two types of training :

Initial professional training is organized with high education high university education of licentiate – Ist cycle; high university education of master degree – IInd cycle; high university education of doctor degree – IIIrd cycle.

Professional training is continued with : post - doctorate studies; specialization; professional development; qualification; re-qualification.

High education of master degree (lI cycle) After the Ist cycle of studies (bachelor degree) graduates can be admitted to the second cycle of higher university education of master degree. The graduates of Law Faculty will attend 1.5 year, corresponding to 90 ECTC, and the length of study for graduates of Security and Public Order Faculty is two years (120 ECTC). In sum it should be accumulated not less than 300 ECTC (the length of studies is five years). Persons who have graduated education of Master degree usually get deeper specialization chosen field.

DOCTORAT After the graduation of master degree education, up to 10% of graduates have the possibility to participate in the competition for admission to doctoral studies and usually up to 10% of those admitted to doctoral pass with research results. The length of doctoral studies in Republic Moldova is 3 years and next 7 years the postgraduate sustain the doctoral thesis, otherwise, the studies shall be repeated. Usually, people who are teachers, minister’s counselors or the persons who hold high positions in administration of MIA, in the subdivisions of analysis, management and policy planning.

Ongoing professional training Institute of ongoing professional training The objectives of the institute are : - Training of management bodies and subdivisions of the Ministry of Internal Affairs included in reserve promotion ; - Practical application of knowledge and new information ; - Ongoing specialization of the educational process by studying modern methods of specialization and retraining ; - Retraining of specialists engaged in service with higher university education or specialized secondary education, but without studies in the legal or police field within the Ministry of Internal Affairs ; - Ongoing professional training of other private organizations; - Ongoing and initial training of sub officers.

Training theoretical courses / specialization – till 72 hours; Training courses / short term specialization – from 72 hours till 100 hours; Training courses / multi disciplines specialization – from 100 till 500 hours; Training courses for sub officers – 500 hours. An important aim of the police from Republic of Moldova is to gain the population confidence in comparison with other law institution and this aim will be realised in very short period.
