4  To address the limitations of the CLC a set of new products were developed:  more spatially detailed.  less thematically rich.  High ‘spatial’ Resolution Layers (HRLs)  Developed through R&D projects (e.g.Geoland2)  Fast Track Service Precursors  GMES Initial Operations are first full set Land Services: Pan-European Component

5  Specifications:  Raster format.  Intermediate products 20 m spatial resolution.  Final products at 100 m spatial resolution.  Continuous variables and masks.  3 year update cycle.  Layers:  Imperviousness.  Forest (crown cover density & type).  Permanent grassland.  Wetland.  Permanent water bodies. Land Services: HRLs

6  GMES Initial Operations:  Target year of 2012, aligned with CLC.  Two image coverages:  SPOT / IRS, Vis / NIR / SWIR, 20 m.  RapidEye, Vis / NIR, 20 m (6 m).  HRL production:  Service providers deliver intermediate product.  MS verification (look & feel, quantitative).  MS / SP enhancement.  EEA semantic checking.  Release 100 m product in October 2015. 22 Take home messages…. Copernicus Land Services: HRLs – Quality is variable between layers and to a lesser extent spatially. – Imperviousness, forest and water layer are viable. – Grassland is poor and has been re-specified by EEA and the service providers. – Wetland has some issues and may be redefined. – European focus, but applicable at MS and below. – Consider them as support layers. – Opportunities to refine and enhance layers if sufficient user feedback. – HRLs will be launched in October 2015.
