The Challenge Law enforcement & EMT personnel are the first responders protecting their communities from all hazards. Crime, Fires, Search & Rescue, Medical Emergencies – plus, Homeland Security Large-scale and tactically challenging events require: Effective coordination of multiple teams from multiple jurisdictions and disciplines. The ability to accurately project shared information at a distance to all key personnel. Reliable communications in the absence of reliable (or any) infrastructure.

NIJ Funded Research Mission To establish a wireless tactical testbed to test and evaluate mobile wireless networks and situation awareness tools in a real world environment. Can these networks function under real world conditions? Are these SA tools and the information they provide valuable to the end user? Can the end user effectively use the tools and information provided without undue burden and distraction?

Lessons learned from Interviews, Observations & Embedding Tactical team members are very “visually oriented”. Persistent information is useful: Forgetting or “misremembering” is bad! Knowledge of the current state is critical. “Where are you know” Maintenance of a common operation picture (COP) for key decision makers and actors is essential for efficient operations. Professional decision makers act and adapt to the consequences of their decisions
