Introduction Libya started liberalizing its economy from the various constraints, and exposing it to competition In order to cope with the ever-intensifying international trade competition, the Libyan authorities plan to set up a favorable environment in order to promote competitiveness of the local economic operators. The economy of the country is, in fact, highly dependent on foreign trade. Any delay in cargo routing, which essentially comes by sea, engenders a risk of a shortage in supply which is often accompanied with stock plugs resulting in detrimental costs.

Trade policies objective –Achieving relative stabilization of prices. –Enlarging the role of the private sector to accommodate for further job creation in production, trade, and related services. –Removing monopolies and allowing for more competition. –Abolishing imposed price control and to return back to normal market economy conditions. –Moving away from direct consumer subsidization.

Libyan Trade facilitation system In 2002 The People's General Committee for Economy and Foreign Trade (The Ministry of Economy) issued a decree abolishing the import licensing regime. The People's General Committee for Finance (The Ministry of Finance) issued decree № 83 for the year 2005 on customs tariffs which lowered tariffs to zero for all imported goods except for tobacco and cigarettes which has a separate decree № 82/ 2005. A number of other laws were issued in 2004 which resulted in lowering all income taxes including taxes on companies and individuals. These laws also dealt with real state relationships and the organization of the labour market. Recently, setting plans of actions to facilitate and accelerate the business procedures through the automated treatment of documents.

WTO ACCESSION Libya is seeking to become a member of the World Trade Organization (WTO). Thus Libya applied to accede to the organization in December 2001. The General Council has agreed in July 27th, 2004 to start the negotiation process for the accession of Libya. In one effort to accelerate this process the People's General Committee (Council of Ministers) issued Decree № 102 for the year 2004 to establish "The High Coordination Committee" to be in charge of Libya's accession to the WTO. Libya places great hopes on acceding to the WTO. Libya believes that becoming a member of the WTO will play a great role in its efforts for economic reform, openness, and liberalization. This will reflect favourably on its economic growth, on revenue diversification away from dependence on oil, on achieving higher employment, the maximum utilization of economic resources and in raising the living standard for its people.

Current Problems The period of circulation and the treatment of many documents used in all processes related to the international trade formalities, often cause delays in customs clearance and the exit of goods from the Port, hence, negatively affecting the productivity of all actors involved in the trade process. The transit procedures and the foreign trade formalities, which are governed by the regulation framework and performed in Libya, have a strong impact on the flexibility of the logistic chain.

OBJECTIVES OF THE SW PROJECT The Project aims that the informed data flow in trade and logistic documents requested for clearance will be faster than the goods flow by networking all the actors who are involved in the logistic chain at the Port level as well as at the level of various foreign trade formalities in order to anticipate the coverage of the goods by every actor.

CONCLUSION : The Simplification is a continuous reform of work methods and organization, with the objective of removing any dysfunction by bringing the appropriate solutions to each context.
