Experiences & Reflections (I) Common multi-actor structural approach to regional RTD was non-existent in all regions Regions face similar challenges, but need different strategies based on regional characteristics and ambitions Make region accept ownership of process, project team facilitating Facilitators therefore needed to adapt approach to fit ongoing processes Timing is crucial: project ‘came to the region just at the right moment’

Experiences & Reflections (II) Openness to change vital and seems to be present in all regions However, (implicit, not articulated) preference for incremental change building on existing institutions and networks Small groups of ‘high communicators’ adopted processes Protectionism by ‘establishment’ and closed networks?

Experiences & Reflections (III) Good practises vs. best practises: reality is always need to adjust (International) bench-marking very difficult: need for regional antennae Value of good governance and common development of strategies widely recognised, but embeddedness / continuity of process remains an important challenge Involve experienced process facilitator

Contribution to Sustainability The Adaptive Model stimulates and facilitates ‘triple helix’ collaboration between regional stakeholders, eye-opening reflection, and builds ‘bridge’ between process and pragmatic strategic content (welfare) Our approach does not ‘enforce’ sustainability through ‘command and control’ and ‘hard bottom- lines’, but represents an innovative and integral process aimed at improving quality of discourse, assessments, and decision-making as well as regional commitment to strategies
