RECOMMENDATION : Merge with other company views. 2 2 ES-Mode ES-mode is an aspect of Self Organizing Networks (SON) ES-mode provides a standardized method of minimizing total electric power by moving traffic load from one cell to another and turning off equipment having no load while maintaining cellular service. ES-mode feature should be optional in standards. ES-mode feature should be applicable to new and deployed systems. ES-mode feature should have no impact at the cell-level for deployed systems.

3 3 Proposed ES-mode Architecture – Generic System Operator Network Management System RAN Vendor A OAM System RAN Vendor B OAM System Cell … … Within a single vendor’s system, the vendor’s OAM system manages ES-mode. (e.g. cell pwr up/dwn, traffic load shifting, neighbor list mgmt) Communication between the systems of different vendors can take place via the NMS, between OAM systems, or via inter-cell links. Today: NMS is central decision point. OAM may make some decisions, Cell makes no decisions A B C

4 4 ES-mode communications paths A. via Network Management Systems  Operator/NMS turns on/off ES-mode  NMS talks with Vendor OAM using various languages and MIBs.  Operator/NMS makes decision whether traffic load moves to or from a vendor system. B. Via OAM-OAM interface  One OAM must be in charge for inter-vendor ES-mode  Common language needed. C. Via cell-cell  Reuses handoff IP-network, port assignment  Common language needed  Impacts deployed cells

5 5 Suggested way forward Consider a generic architecture that applies to 1x, HRPD, and other RANs. Focus on NMS-based communications path between vendor systems. Leverage the OAM work for ES-mode being done in 3GPP (e.g. SA5) and 3GPP2 WG2.
