1 Conclusions of 3 rd Steering Committee Meeting Bangkok, 31 July 2002

2 2-2  Steering Committee reaffirms its commitment to the key elements of COSCAP-SEA as outlined in paragraph 6 of DP-1 and to the priorities assigned to those elements in paragraph 7 of DP-1.  The Steering Committee will continue to assign a high priority to SEARAST activities and approve SEARAST involvement in the safety interventions described in DP-3.  Directors General of COSCAP-SEA Member States/Administrations will closely monitor the implementation of safety-related interventions which are undertaken by SEARAST and ensure that the SEARAST Team Members from their organizations are given adequate top-level support to carry out national SEARAST-related activities.  Directors General will encourage continuity in the SEARAST process by ensuring, to the maximum extent possible, that their representatives to the SEARAST Team remain constant over the long term.

3 2-3  The Steering Committee will recommend the introduction of existing ATC-related safety interventions at an appropriate regional meeting, such as the ATS/AIS/SAR or CNS/ATM subgroups of APANPIRG.  The Steering Committee will also recommend that ATC-related SEARAST matters be taken up at next APAC Directors General Conference.  The COSCAP SEA Steering Committee reinforces the principle of equal contributions by Member States/Administrations  The COSCAP SEA Steering Committee encourages those States/Administrations which have already demonstrated an ability to contribute more than the base amount (US$ 25,000) to continue to do so.

4 2-4  Members will include the annual assessments in their yearly financial planning and ensure that contributions to the trust fund are made on a timely basis.  Members which have not made their second year contributions are encouraged by the Steering Committee to do so as soon as possible.  The COSCAP-SEA Steering Committee supports in principle the coordination efforts described in paragraph 4 of DP-5 –ICAO is advised to take up this matter with other sub-regional COSCAP organizations –If the Steering Committees of all three COSCAP Programmes agree, ICAO will (through its Chief Technical Advisers) undertake such coordination whenever it is practicable and economical.

5 2-5  ICAO will pursue the possibility of developing a mission statement to reiterate objectives and emphasize long-term sustainability  The CTA will follow the work plan which was circulated with the understanding that modifications may be necessary as the year progresses  The next meeting of the Steering Committee Meeting will be in late January or early February of 2003
