The Aviation Experts Group established a task force at TPT-WG 27 to develop a discussion paper on a road map for air transport Following TPT-WG 28 this road map was renamed an Action Plan. assist economies implement the policies that allow them to undertake liberalising reform; assist the APEC TPT-WG to develop plans and projects to aid them complement the Roadmap that the APEC TPT WG and the 5 th Joint Ministerial Statement integrate the Agreed Actions of the Ministerial Statement with the specific needs of the aviation industry in the APEC region. outline the progress towards the liberalisation of air services made to date by economies; Identify the remaining barriers to be overcome; and Provide recommendations for future work that could be undertaken by the AEG. Any measures recommended in the Action Plan will be voluntarily undertaken at each economies own pace. The APEC Action Plan is designed to…. The main focus of the Action Plan is air services. Safety and security are referred to under Action 5. Comment and additional contributions to the Action Plan are sought in the areas of aviation safety and security from the Safety and Security Subgroups. APEC members may wish to consider developing options to address issues such as: Capacity building to improve transit of goods and passengers; Enhancement of air traffic control capacity and management; and The removal, simplification or standardization of regulatory requirements. None of the Eight Options identified in 1998 have been fully addressed and all remain as barriers to liberalization and the facilitation of trade in APEC. Liberalizing Ownership and Control designations was identified as a medium priority under the Eight Options. The Joint Ministers Statement establishes a number of Agreed Actions for the TPT WG at paragraph 38. It is proposed that the Member Economies, through the AEG develop recommendations consistent with these. Taking into account the differing levels of air transport development among APEC economies, economies may wish to take account of their individual circumstances in the implementation of these recommendations.
