CONCEPT OF AN INTERNATIONAL YEAR OF PLANT HEALTH 2020 (IYPH 2020) Preliminary Objective "Celebration of the International Year of Plant Health will raise awareness of the importance of plant health in addressing issues of global concern, including hunger, poverty and threats to the environment."
7
CONCEPTS OF IYPH 2020 Preliminary Specific Objectives A. Raising the awareness of the public and political decision makers on global, regional and national levels about plant health and its contributions to:

10
CONCEPTS OF IYPH 2020 Preliminary Specific Objectives A3. Facilitating economic and trade development through the promotion of globally harmonized scientifically based phytosanitary measures
11
CONCEPTS OF IYPH 2020 Preliminary Specific Objectives B. Promoting a strengthening of global, regional and national plant health efforts in light of increasing trade and new pest risks caused through climate change.

15
PRELIMINARY OUTPUTS OF THE IYPH 2020 (2) Increased donor commitments to IPPC and plant health capacity building Increased reflection of phytosanitary matters in national academic curricula Greater stakeholder involvement in national plant health decision-making Establishment of a financing system for the IPPC Establishment of the 6th December 2021 as an international day of plant health

B) THE IPPC AND ELECTRONIC CERTIFICATION
19
THE ROLE OF THE IPPC IN ELECTRONIC CERTIFICATION BENEFITS increase efficiency by enabling electronically gathered phytosanitary data to be submitted to the importing country electronically, and increase efficiency by storing and accessing data electronically without manual data entry reduce costs associated with printing and shipping paper certificates, and reduce those costs associated with sorting, distributing, retrieving and archiving paper documents expedite communication on specific phytosanitary certificates between exporting and importing NPPOs, including increasing ease and transparency of reissued certificates decrease fraudulent certificates and increase transparency of certificates that have been issued and received between NPPOs.

THE IPPC E-PHYTO HUB Many to Many
21
THE IPPC E-PHYTO HUB One to Many
22
THE ROLE OF THE IPPC IN ELECTRONIC CERTIFICATION STRATEGIC ADVANTAGES Driving force within the SPS context (active since 2001) System operated through the IPPC not customs Ensuring developing countries interest Establishment of a service providing branch which can be utilized for other services Paving the way towards direct CP financing of the IPPC.
23
C) THE IPPC AND EMERGENCY PROGRAMMES
24
IPPC AND EMERGENCY PROGRAMMES IPPC deals primarily with regulated pests IPPC doesn’t coordinate any supranational actions with regard to regulated pests For many dev. countries coordinated emergency actions maybe of advantage Fast regional or international emergency programms maybe more effective
25
IPPC AND EMERGENCY PROGRAMMES Possible Future Scenarios Creation of an international phytosanitary emergency fund Partial incorporation of EMPRES Plant Protection into IPPC Focus on new and ”exotic” pests Priority for regional/international surveillance and eradication programmes
